Under Presidential Resolution No. PQ-233 of 20 July 2023, construction of the modern “Shirin” business centre and residential complex (the City) began in the Shirin area of Samarkand. The Directorate for building the “Shirin” modern business centre and residential complex was established as a state institution under the Samarkand Region Governor’s office. The city is located in the northern part of Samarkand, near the international road and the airport. Its total area is 665.1 hectares, with a 9.7 km riverfront along the Zarafshan. According to the master plan, the City is designed to provide comfortable conditions for 180,000 residents and 60,000 new jobs, with an architectural density of 25 percent. By Resolution No. 134 of 31 March 2026, the City was added to the list of modern “Business city” business centres. Territorial boundaries: under the project to change the administrative boundaries of Samarkand city and Samarkand and Akdarya districts, 170 hectares from Samarkand district and 243 hectares from Akdarya district are to be transferred to Samarkand city; this was approved by Resolution SQ-85-V of the Senate of the Oliy Majlis of 22 February 2025. Development of the master plan and the designs of construction and infrastructure facilities has been entrusted to the state institution “UzshaharsozlikLITI”. To apply modern requirements and foreign experience, a competition was held with foreign design institutes: 5 foreign companies submitted proposals, the proposal of Japan’s “SAKO Architects” was chosen, and the master plan is now being prepared together with this institute. Main goal: to create a comfortable, safe, ecologically sustainable and economically active environment for 180,000 residents. This is not just building housing — it means combining housing, education, healthcare, jobs, transport, ecology, safety, recreation and digital services in one city environment.
